Penetration Problem in Contact modeling

I am trying to simulate a 2D axisymmetric problem in which a soft biological tissue grows within a cylinderical channel of a matrix. The tissue follows user defined (extmat) material whereas the matrix is linear elastic. The starting geometry is shown in the image (Geometry.png). Now as the tissue will grow, the growing surface will come into contact with the matrix surface. Provided the matrix is soft enough, the growing tissue should be able to displace and deform the matrix as a result of contact.

I am following all the guidelines of modeling contact in COMSOL. But for some reason the growing tissue is penetrating into the matrix (see image penetration.png). The only part where the contact seems to be working is the point where tissue initially touches matrix. For the rest of the surface which was not in contact with the matrix initially, COMSOL contact fails. I have played around with mesh, penalty factors, contact algorithms but nothing seems working. I don't understand what's the issue. Please help.
